Old Town bringing mixed-use community to Noblesville

Development seeks to implement former Mayor John Ditslear’s vision

Old Town Companies has begun construction on a new project located on State Road 32 adjacent to Federal Hill Commons in Noblesville. Old Town’s plan includes a mixed-use residential community of apartment homes, a coffee shop, restaurant, office space, and a parking garage. The Village at Federal Hill will bring new amenities to Noblesville’s public park and amphitheater.

“This area will build upon Blue Sky Commerce’s initiative to uniquely transform the west side of the river into a vibrant, walkable downtown,” said Old Town Companies CEO Justin Moffett.

While this community will be a place that apartment residents can enjoy modern amenities, it will also provide a convenient public parking structure and walking path to downtown, as well as the amphitheater and summer farmer’s market just steps away.

According to Old Town Companies Senior VP Brad Richey, this comes with a price tag of $50 million, which is not coming from public funds.

The project will be located at 175 Logan St. The parking structure is the first part being built, according to Richey. Unlike the apartment buildings, the parking garage will be paid for and under the control of the city.

Old Town Companies partnered with the City of Noblesville, Centier Bank, and Hageman Capital to make this project a reality. Studio M, a local architectural firm, and Kimley Horn, engineering consultants, teamed with Old Town to complete the design, while Old Town Construction will execute the build-out. The additional parking made possible by the city will ensure more visitors than ever can enjoy a day in Noblesville.

According to Richey, there will be two apartment buildings with a total of 220 units available.

Richey told The Reporter that Building A, with 118 apartments, will have 90 parking spaces set aside for residents and approximately 210 more spaces for public use. The garage will be owned by the city, so the decision to make the public spaces free, paid, or mixed will be up to the city.

Building B, which will have 102 apartments, will have 65 parking spaces for private resident use only, according to Richey.

The city is still working on details on how many parking spaces will be available and if they will be free or if the parking rules will resemble those of the Levinson. One variable in the number of available spaces is about how many electric vehicle charging stations will be included and how many spaces might be set aside specifically for compact cars or motorcycles.

“The Village at Federal Hill is going to be the livable, walkable connection between downtown and areas surrounding Federal Hill Commons on the west side of Noblesville,” Mayor Chris Jensen said. “This partnership is providing the urban-suburban feel with much-needed living and retail space in our downtown area, and we are excited to see it come to life.”
