“All In Noblesville” aims to bring community together to envision & plan city’s shared future

The City of Noblesville has announced the launch of All In Noblesville, a collaborative planning initiative to update the city’s Comprehensive Plan and Unified Development Ordinance (UDO) to guide growth and development over the next two decades.

Get involved & share your input

All In Noblesville is getting started with several ways for residents to share their voices:

  • Take the online survey and markup the interactive map on the project website: AllNoblesville.com.
  • Visit pop-up tables throughout the city at the community events.
  • Join the kick-off celebration at the end of summer 2026.
  • Sign up for project updates on the project website.

Community input drives the process

The initiative seeks extensive community input on land use priorities, including residents’ ideas for future development, identification of the community’s best places and assets, and areas where improvements or missing elements could enhance quality of life.

“The voices of people who live, work, dine, shop, and invest in Noblesville are a crucial part of shaping our city’s next chapter,” Mayor Chris Jensen said. “Community input is essential as we plan for the future and I look forward to hearing the priorities and ideas that will help guide Noblesville’s continued growth and success.”

The initiative specifically seeks resident input on:

  • Future land use ideas: How and where the community should grow
  • Best places and community assets: What makes Noblesville special
  • Missing elements: Services, amenities, or infrastructure gaps
  • Improvement opportunities: Areas that could benefit from enhancement

Why the update is needed

Over the past 30 years, the Comprehensive Plan has become outdated, and the Unified Development Ordinance has expanded from roughly 200 to over 600 pages. Decades of amendments have resulted in a document that is complex, contains contradictory language, and lacks key elements, such as clear standards for building form and design. During this same period, entire industries have emerged, technology has advanced significantly, and preferences for how people live and work have evolved – making incremental amendments increasingly difficult and likely to introduce additional conflicts rather than resolve them.

All In Noblesville represents a unified approach to updating Noblesville’s long-term vision and the rules that implement that vision. The process is expected to take approximately 18 to 24 months, with community input shaping every phase from initial visioning through final adoption.

The updated Comprehensive Plan and UDO will guide decisions about where residents live, work, and play in Noblesville for the next two decades, ensuring the community grows thoughtfully while preserving what residents value most.
