Indiana State Police Superintendent Doug Carter recently announced the promotion of Trooper Philip Cooley to the rank of Sergeant.
Sgt. Cooley will serve as a supervisor for a squad of troopers in the Indianapolis District. He was selected for this position through a competitive process including a written test, oral interview and review of performance evaluation.
Sgt. Cooley is from Grapevine, Texas, and was a 1994 graduate of Grapevine High School. He continued his education at the University of Dallas where he also played baseball. In 2014, he graduated from the 73rd Indiana State Police Academy and was assigned to the Indianapolis District. Cooley transferred from a patrol position to the Commercial Vehicle Enforcement Division in 2019 where he primarily focused on school bus safety.
Sgt. Cooley also serves as a Staff Sergeant in the Indiana National Guard and recently returned from active duty. He was deployed within the United States to the southwest border on a United States Border Patrol Assistance Mission for one year.
In his new position, Sgt. Cooley will serve as a mentor and supervisor for a squad of troopers assigned to the Indianapolis District. Indiana State Police Indianapolis District Commander Lieutenant Josh Watson said, “Sergeant Cooley brings valuable experience to our district and we are fortunate to have him in a leadership role. He is a consummate professional when it comes to serving his community both as and Indiana State Trooper and a member of the Indiana National Guard.”
Cooley resides in Hamilton County with his wife and two teenage sons.
