I was disappointed to see the Trump Administration’s proposed 2027 Medicare Advantage funding update come in far below what seniors were led to expect. At a time when the President has rightly emphasized affordability and stability for older Americans, this proposal moves in the opposite direction.
More than 35 million Americans – including hundreds of thousands of seniors here in Indiana – choose Medicare Advantage because it offers predictable costs, coordinated care, and benefits that help people stay healthy and independent. These plans often cost less than traditional Medicare while providing protections seniors count on, such as out-of-pocket limits, care coordination, telehealth, and transportation to medical appointments.
Affordability isn’t just about low premiums and out of pocket costs; it’s about certainty. Seniors need confidence that their coverage will remain reliable from year to year, not subject to policy shifts that raise costs or reduce benefits. Stable funding allows Medicare Advantage plans to invest in preventive care, manage chronic conditions, and deliver value for both beneficiaries and taxpayers.
Unfortunately, recent policy changes and ongoing uncertainty in Washington have already put pressure on the program. A flat funding proposal, like the administration’s 2027 advance notice, effectively functions as a cut when it fails to keep pace with rising medical costs. The impact won’t be felt by insurers – it will be felt by seniors through higher out-of-pocket costs, fewer plan options, and reductions in benefits many rely on.
President Trump previously recognized the importance of protecting Medicare Advantage during budget negotiations last year. That same principle should apply today. Millions of seniors depend on this program to manage health care costs and maintain access to care.

We are counting on him to urge the administration to make a stronger investment in Medicare Advantage – one that prioritizes stability, affordability, and access, and ensures seniors can continue to live healthier, more secure lives.
