NPD appoints officer, promotes four others

The Noblesville Police Department recently held a ceremony to appoint and promote four (4) officers. The ceremony took place in the council chambers located at City Hall. In attendance for the event were families, friends, members of the community, government officials and officers of the police department. Chief Kevin Jowitt officiated the ceremony.

Chief Jowitt appointed Lieutenant (Lt.) Shannon Trump to the rank of Captain (Capt.). Sergeants (Sgt.) Robert Busalacchi and Jason Thompson were promoted to the rank of lieutenant and Patrolman (Ptlm.) Dennis Coffey was promoted to the rank of sergeant. The appointment became effective on January 30, 2017 and all three promotions became effective on January 2, 2017.

Capt. Trump was hired by NPD on January 7, 2002. Prior to her recent appointment, Capt. Trump served in the Support Division as the operations manager. Capt. Trump will now serve as a deputy chief overseeing the agency’s Criminal Investigation Division.

Lt. Busalacchi was hired by NPD on August 9, 1999. Prior to his recent promotion, Lt. Busalacchi served in the Criminal Investigation Division as a sergeant. Lt. Busalacchi will continue to serve in the Criminal Investigation Division.

Lt. Thompson was hired by NPD on January 3, 2005. Prior to his recent promotion, Lt. Thompson served as a field supervisor in the Patrol Division. Lt. Thompson will continue to serve in the Patrol Division as a shift commander.

Sgt. Coffey was hired by NPD on February 25, 2008. Prior to his promotion, Sgt. Coffey served in the Patrol Division as a patrol officer. Sgt. Coffey will remain in the Patrol Division as a field supervisor.

Advancement to the rank of sergeant and lieutenant are merit promotions within the Noblesville Police Department. Patrol officers and detectives are eligible to apply for the sergeant promotion process while officers currently holding the rank of sergeant are eligible to apply for the lieutenant process. Interested candidates for either process must submit to a formal evaluation process. The process is comprised of a number of components to include a written examination, oral interview, assessment exercises, and a review of past performance. The process is extremely competitive and is administered every two (2) years in order to establish an eligibility list. A one-year probationary period is required of all officers who are promoted.
