Level Up 31 to begin construction in Carmel in early October

The Indiana Department of Transportation (INDOT) announced Thursday, Sept. 25 that construction for the Level Up 31 project will begin on or after Monday, Oct. 6.

The first phase of work includes multiple ramp closures, local access restrictions and detours in the two-mile improvement area. The speed limit will also drop to 45 mpg along Interstate 465 and U.S. 31 in the construction zone while activity is occurring. Drivers may encounter delays during peak travel times in Indianapolis and Carmel.

Crews are adding capacity and increasing safety and traffic flow in the four-phase project that concludes in late 2027.

Phase 1 will consist of three closures:

  • Closure of the southbound U.S. 31 ramp to 106th Street through late-December
  • Closure of eastbound 106th Street at U.S. 31 through late-December
  • Closure on the eastbound I-465 ramp to southbound Meridian Street through mid-December

Motorists traveling southbound on U.S. 31 needing to exit on 106th Street should take Exit 125 at 116th Street. After heading eastbound on 116th Street, drivers should go southbound on Pennsylvania Street until reaching 106th Street.

Due to ramp closures on I-465 and U.S. 31, eastbound 106th Street between Illinois Street and U.S. 31 will be closed. Motorists traveling east on 106th Street will take the Illinois Street exit north to eastbound 111th Street, travel east to Pennsylvania Street then head south on Pennsylvania Street before proceeding east onto 106th Street.

Southbound traffic from I-465 eastbound will be routed to the north approximately one mile, exit onto 106th Street, then re-enter U.S. 31 southbound/Meridian Street in order to travel south toward Indianapolis. Signs will be posted to assist drivers with this transition.

During Phase 1, all through traffic on U.S. 31 northbound and southbound, and traffic from I-465 eastbound and westbound to U.S. 31 north, will be unrestricted.

    Hopefully they can fix their mistake of funneling 3 lanes of NB 31 traffic into essentially 1 NB lane at the 106th offramp under 465, which most people just merge out of at the last minute and create bottlenecks at best and angry motorists and accidents at worst.
