I-465 ramp to northbound U.S. 31 closures begin as Level Up 31 work progresses

The Indiana Department of Transportation (INDOT) announces the Level Up 31 project is moving into phase 3 on or after Monday, May 11. This is the third of four phases of the project.

Upcoming work includes widening the eastbound and westbound I-465 ramps to northbound U.S. 31, along with additional improvements to accommodate for the rapid regional growth and number of vehicles using the interchange.

Phase 3 closures will remain in place through fall 2026. During this time, a temporary traffic shift will be in place along U.S. 31 /Meridian Street from 106th Street to 96th Street.

During the closure of the I-465 ramps to northbound U.S. 31, traffic will utilize the existing southbound U.S. 31/Meridian Street. Traffic will switch back to the existing northbound lanes just south of 106th Street. Signs will be posted to assist drivers on the changes.

The new traffic pattern is scheduled to begin next week with all closures expected to be in place by May 15. These closures will allow crews to safely expand lanes in elevated sections of the project.

Monday, May 11

  • Closure of southbound Meridian Street between 106th Street and 96th Street through late fall 2026
  • Closure of 106th Street exit ramp to southbound Meridian Street through late fall 2026. The 106th Street exit ramp to I-465 will remain open

Friday, May 15

  • Closure of eastbound and westbound I-465 exit ramps to northbound U.S. 31/Meridian Street and 106th Street through late fall 2026
  • Closure of northbound U.S. 31/Meridian Street to 106th Street exit ramp through late fall 2026
  • Closure of 106th Street ramp to northbound U.S. 31 through late fall 2026

Alternate routes & detours

  • Meridian Street will be closed to southbound traffic between 106th Street and 96th Street. Motorists headed southbound on U.S. 31 will take the 106th Street exit, travel west to Illinois Street and continue south to Spring Mill Road. From there, continue south to 86th Street, head east to Meridian Street, and resume southbound travel.
  • The U.S. 31/Meridian Street northbound ramp to 106th Street will be closed though late fall 2026. Motorists traveling northbound on U.S. 31 / Meridian Street should turn right (east) onto 116th street then exit to Pennsylvania Street, continuing south for one mile before exiting at 106th street.
  • The 106th Street on ramp to northbound U.S. 31 will be closed though late fall 2026. Motorists traveling on 106th Street should take Pennsylvania Street one mile north before taking the 116th street exit on to northbound U.S. 31.

Signs will be posted to direct traffic along all detour routes.

Previous phase work now open

Once Phase 3 traffic changes are in place, extended closures from earlier phases are scheduled to open.

Monday, May 11

  • Southbound U.S. 31 ramp to 106th Street scheduled to open

Friday, May 15

  • Westbound I-465 ramp to southbound Meridian Street (Exit 31) scheduled to open
  • Eastbound 106th Street underneath U.S. 31 scheduled to open

Awareness & safety

The speed limit remains 45 mph along I-465 and U.S. 31 in the construction zone. Drivers should follow posted signs and watch their speed. Delays are likely during peak travel times, so drivers are encouraged to plan alternate routes and allow extra travel time.

Actual dates of scheduled work may change due to weather or other unforeseen circumstances.
