Gov. Mike Braun recently ceremonially signed into law legislation authored by State Rep. Alaina Shonkwiler (R-Noblesville) to address energy affordability and prioritize Hoosier ratepayers.
House Enrolled Act 1002 creates performance-based accountability to ensure utilities are hitting targets aimed at reducing costs and increasing reliability. New tools for managing costs will strengthen consumer protections by automatically enrolling low-income Hoosiers eligible for Indiana’s energy assistance program in levelized billing with clear disclosures and an opt-out option.
“Hoosiers have been feeling the impact of energy costs, and we want to ensure reliable energy at the lowest possible cost,” State Rep. Shonkwiler said. “This law is a landmark reform of our regulatory process, prioritizing ratepayers and adding accountability to ensure utilities are focused on lowering costs and improving service.”
This new law also adds protections for struggling Hoosiers by prohibiting service disconnections during the hottest and coldest days of the year.
HEA 1002 was a House Republican priority bill and passed the General Assembly with bipartisan support.
