Carmel announces spring & summer construction schedule

With spring approaching, Carmel is kicking off infrastructure improvements designed to enhance safety, mobility, and long-term reliability of roadways across the community. As always, construction season means two things: progress … and orange barrels.

College Avenue
Final phase: April through Fall

The final phase of the College Avenue reconstruction is now underway. This includes the closure of the southbound lane as crews reconstruct the west side of the roadway. This marks the last major segment of the College Avenue project, with completion anticipated this fall.

“We recognize College Avenue has required patience and flexibility from residents and businesses alike,” City Engineer Bradley Pease said. “The good news: we are in the home stretch. This final phase will deliver a safer, smoother corridor built to serve Carmel for decades to come.”

East Carmel pedestrian safety improvements
April 1 through early August

Beginning on Wednesday, April 1, extensive work will begin on the east side of Carmel to install raised pedestrian crosswalks within several roundabouts along Hazel Dell Parkway and Gray Road.

  • Phase 1 (30-day closure): 126th Street and Hazel Dell Parkway
  • Phase 2 (30-day closure): 126th Street and Gray Road
  • Phase 3 (30-day simultaneous closures, summer break): Cherry Creek Boulevard and Hazel Dell Parkway; 116th Street and Gray Road
  • Phase 4 (46-day closure, summer break): 116th Street and Hazel Dell Parkway
  • Phase 5 (30-day closure): Main Street and Gray Road

All raised pedestrian crosswalk installations are set for completion in September, reinforcing Carmel’s ongoing commitment to student and neighborhood safety.

“Raised pedestrian crossings are the next evolution in roundabout safety,” Pease said. “They’re engineered to cue drivers to slow at the exact point where people cross, without sacrificing the flow that makes roundabouts work. The result is simple and powerful: lower speeds and a safer, smarter intersection that reflects Carmel’s commitment to leading the nation in safety, innovation and livability.”

Westfield Boulevard
April through October

This summer, residents can also expect significant work along Westfield Boulevard, including:

  • Construction of the long-anticipated 106th Street roundabout (90-day closure)
  • Replacement of the aging culvert at 109th Street and Westfield Boulevard
  • Completion of the multi-use path running the length of Westfield Boulevard

These upgrades will improve drainage, connectivity, and multimodal access along one of Carmel’s key corridors.

Merchants Square improvements
April through 2027

The city is also advancing final plans for substantial improvements in the Merchants Square area. The project includes:

  • Major sanitary sewer upgrades
  • Extension of Kinzer Avenue to Carmel Drive
  • New roundabouts at Carmel Drive and AAA Way, Carmel Drive and Kinzer Avenue and 116th Street and AAA Way

Project teams are continuing coordination efforts and additional details will be shared as plans are finalized.

Expanding West Side multi-use path connectivity
March through Fall

In addition to roadway and intersection improvements, the city is wrapping up major investments in multi-use path connectivity on the west side of Carmel. Significant progress is being made along 136th and 141st streets, along with the closure of several smaller but critical gaps throughout the network.

“These projects are designed to create a more seamless, contiguous path system that safely connects neighborhoods, schools, parks and commercial areas,” Mayor Sue Finkam said. “By filling in these missing links, the City is building infrastructure that community members of all ages can use and enjoy for generations to come – whether walking, running or cycling.”

As with all of this season’s projects, city officials appreciate the community’s patience while long-term investments are made in safety, accessibility, and quality of life.
