The Tipton Main Street Association (TMSA) announced on Tuesday, July 14, that it has been awarded $1.5 million through the Indiana Economic Development Corporation’s (IEDC) READI 2.0 Arts & Culture Initiative to support “Project Artemis,” the organization’s transformational initiative to preserve, restore, and adaptively revitalize the historic Diana Theatre.
Representing one of the largest philanthropic investments ever made in downtown Tipton, the award marks a historic milestone for both the community and TMSA. Beyond its financial significance, the award serves as a powerful affirmation by the State of Indiana and the READI initiative of TMSA’s community-driven vision and ability to revitalize downtown Tipton through historic preservation, arts and culture, and strategic placemaking.
“This historic investment represents a defining moment for downtown Tipton and our organization,” TMSA President Rob Cochrane III said. “It demonstrates the momentum we are building is real and that our efforts are resonating in Tipton and beyond. Project Artemis will further our mission of revitalizing the Diana Theatre and our Courthouse Square Historic District while creating new opportunities for reinvestment, arts and culture, tourism, and economic growth.”
Guided by a preservation-first philosophy, Project Artemis will preserve the Diana Theatre’s historic architecture and programming while making the investments necessary to ensure its long-term sustainability for future generations. The project honors the Paikos family’s century-long legacy while expanding its role as one of Tipton’s most treasured community assets.
Upon completion, the Diana Theatre will continue operating as a historic single-screen cinema while also serving as a premier venue for live music, theatrical performances, educational programming, lectures, community events, and more.
“This investment in The Diana, TMSA, and our community allows us to spotlight the magic of Tipton,” TMSA Events Committee Chair Abby Ripberger said. “We have a unique opportunity to usher The Diana into its next century and that is a responsibility we certainly do not take lightly. This grant is the kind of life-changing investment that Tipton will benefit from for decades to come.”
Together with the Downtown Plaza and The Alley, Project Artemis will add to a network of venues programmed by TMSA to serve as the foundation of downtown Tipton’s year-round events calendar. Through a strategic mix of events, TMSA will activate these spaces with consistent, high-quality experiences that bring residents and visitors to downtown Tipton throughout the year.
This coordinated programming strategy is designed to increase foot traffic for restaurants, retailers, and other small businesses while stimulating additional private reinvestment in nearby sites. By coordinating an active calendar of events across multiple venues, TMSA will strengthen the Historic Courthouse Square District as a cultural and economic heart of the community and a regional destination where arts, entertainment, commerce, and historic preservation work together to drive long-term revitalization.
“This project is a perfect example of the importance of working together and building solid relationships in local communities, regions, and even across the state,” Tipton County Community Development Director Abbie Smith said. “TMSA, Tipton County, Tipton County Foundation, North Central Indiana Regional Planning Council, and the state have all been working collaboratively to find opportunities where strategic investments can make a big impact. By grounding ourselves in the needs and values of our community, Tipton County has been able to bring in $5,255,000 in grant funding for projects that address arts and culture, housing, and economic development this funding cycle.”
Project Artemis directly advances both the objectives of the READI 2.0 Arts & Culture Initiative and the North Central Indiana Regional Planning Council’s Strategic Arts & Culture Plan, which identify arts and culture as essential drivers of quality of place, talent attraction, tourism, economic competitiveness, and long-term community vitality. By adaptively revitalizing a historic landmark and activating public spaces through year-round programming, Project Artemis exemplifies the regional vision of leveraging arts and culture as infrastructure for a sustainable creative economy.

The READI 2.0 Arts & Culture Initiative is a $65 million statewide investment supporting catalytic arts and culture projects across Indiana’s READI 2.0 regions. Administered by the Indiana Economic Development Corporation in partnership with the Indiana Arts Commission, and made possible through the generosity of Lilly Endowment Inc., the initiative invests in projects that strengthen regional identity, enhance quality of place, expand creative and cultural opportunities, and promote long-term economic vitality.
