Noblesville Common Council approves DORA district, still requires state-level approval

On Tuesday evening, the Noblesville Common Council unanimously approved Ordinance No. 09-04-24 establishing a Designated Outdoor Refreshment Area (DORA) in accordance with IC 7.1-3-31.

The ordinance will be submitted to the Indiana Alcohol and Tobacco Commission for final adoption, which would then allow it to be implemented in downtown Noblesville.

“I applaud the Noblesville Common Council on thoughtfully considering and unanimously passing the ordinance for a Designated Outdoor Refreshment Area (DORA) in our community,” Mayor Chris Jensen said. “The district would provide an economic boost to our authentic and vibrant downtown by allowing patrons to sip, shop, and stroll within the defined DORA. If approved by the Indiana Alcohol and Tobacco Commission, we will see increased foot traffic, tourism, and new revenue streams for local businesses. The DORA will safely and responsibly benefit our community, business owners, and visitors.”
