The Indiana Business Health Collaborative (IBHC) has entered into an association management services agreement with Lock Strategies, LLC. Under this agreement, Beth Lock, President and Owner of Lock Strategies, will serve as the new CEO/Executive Director to the IBHC, effective March 9.
Lock will provide day-to-day operational management, membership engagement, and statewide advocacy on behalf of the IBHC.
The IBHC was formed in 2024 with a group of stakeholders focused on reducing health care costs, maintaining a healthy workforce, and strengthening Indiana’s economic competitiveness. The CEO/Executive Director role was previously held by Luke Messer, who notified the Board late last year that he would be stepping down during the first quarter of 2026.

The board greatly appreciates Luke Messer’s original vision of the IBHC and his commendable service as our chief executive officer since the group’s inception.”

Lock has 20 years of advocacy and leadership experience, having previously served as the Director of Government and Legislative Affairs for the Allen County Board of Commissioners and Parkview Health, respectively, prior to launching Lock Strategies, LLC. Notable legislative accomplishments in the health care policy arena include initiating the legislation that authorized the state to enter the Interstate Medical Licensure Compact and successfully aligning state and federal health care regulations, particularly in transparency, medical staff credentialing, and health information privacy.
Lock holds a Master of Science in Organizational Leadership and Supervision from Purdue University, Fort Wayne.
