Submitted by City of Carmel

On Monday evening, Oct. 19, the Carmel City Council approved the proposed 2027 budget, which focuses on infrastructure needs, continuing to prioritize public safety, and modernizing essential services to benefit residents.

This approved budget totals $252.4 million, with a General Fund budget of $152.6 million.

“Residents should be able to count on us to take care of their city and keep the cost of living here at the center of our decisions,” Mayor Sue Finkam said when addressing the council. “This budget honors both responsibilities.”

“What is really important is that we’re keeping the tax rate flat with the increased deductions we’ve had,” City Councilman Rich Taylor said. “I applaud this council, [Chief Financial Officer] Zac Jackson, the mayor, and this administration for presenting a budget that’s easy to approve.”

The proposed 2027 budget was published online on Sept. 8 for council review and public consumption. Each department director provided a recorded video talking through their budget priorities alongside supporting documents and slideshows.

Public safety remains the budget’s top priority, while emphasizing a focus on affordability and long-term fiscal stability. Key highlights of the approved 2027 budget include:

  • Public Safety Investments: Continued funding for first responders, including competitive compensation and modern equipment for the Carmel Police Department and Carmel Fire Department.
  • Infrastructure & Operations: Prioritizing core road and pathway maintenance, stormwater improvements and neighborhood preservation.
  • Operational Efficiency: Utilizing zero-based budgeting principles and digital modernization to streamline administrative operations and improve service delivery to residents.
