On During the week of July 13 to 16, the Noblesville Police Department (NPD) carried out a targeted online predator investigation designed to identify and apprehend individuals seeking to exploit minors.
Throughout the week, specially trained detectives posed as juveniles between the age of 13 to 15, and living in Noblesville, in online applications and websites. During this time, numerous individuals communicated with NPD detectives even after being informed repeatedly that they were interacting with someone underage.
The investigation culminated with an operation Thursday whereby four individuals were arrested after allegedly arranging meetings, and their actions demonstrated intent to engage in unlawful sexual activity with the perceived minor.
“The women and men of the Noblesville Police are committed to the safety of children,” NPD Chief Brad Arnold said. “With the full support and dedication of the Hamilton County Prosecutor’s Office, we will bring all resources to bear and work tirelessly to identify, arrest and prosecute these child predators to the fullest extent of the law.”
The following men were arrested and transported to the Hamilton County Jail on the following preliminary charges:
- Matthew Burton, 33, Greenfield, was charged with Sexual Misconduct with a Minor (Attempted) (I.C. 35-42-4-9; Level 5 Felony)
- Jamal Courtney, 44, Fishers, was charged with Child Solicitation (I.C. 35-42-4-6; Level 4 Felony) and Sexual Misconduct with a Minor (Attempted) (I.C. 35-42-4-9; Level 5 Felony)
- Jun Jie Piao, 38, Chicago, Ill., was charged with Child Solicitation (I.C. 35-42-4-6; Level 4 Felony) and Promotion of Child Sex Trafficking (I.C. 35-42-3.5-1.2; Level 3 Felony)
- Jordan Stites, 38, Kokomo, was charged with Child Solicitation (I.C. 35-42-4-6; Level 4 Felony) and Sexual Misconduct with a Minor (Attempted) (I.C. 35-42-4-9; Level 5 Felony)
A charge is merely an accusation, and the defendant(s) is presumed innocent until and unless proven guilty.
