State Rep. Donna Schaibley (R-Carmel) announced on Thursday her plans to retire next year.
Having served since 2014 in the Indiana General Assembly, Schaibley said she will complete her current term and not seek re-election in 2024.
Schaibley represents House District 24, which includes portions of Boone and Hamilton counties, and currently serves as vice chair of the House Public Health Committee.
“My service in the General Assembly has truly been a privilege, and I want to thank my constituents for giving me the opportunity to represent them,” Schaibley said. “During my time in the legislature, we’ve made strong progress in lowering the cost of health care for employers and patients, as well as infusing much-needed transparency and accountability in the health care marketplace. I look forward to continuing to serve the people of House District 24 through the end of my term.”
Schaibley was responsible for several key pieces of legislation to drive down the costs of health care for Hoosiers. This year she authored House Enrolled Act 1004, which lowers patient and employer health care costs by creating greater price transparency and by providing oversight of Indiana’s largest hospital systems through the Health Care Cost Oversight Task Force. The law also curbs billing practices that resulted in higher hospital prices being charged for nonhospital-based services.
“Donna is an incredibly valuable member of our House team and she’s taken on tough issues, particularly those focused on reducing health care costs for all Hoosiers,” said House Speaker Todd Huston (R-Fishers). “She leads with compassion and always puts the needs of her constituents and local communities first, and we will miss her leadership at the Statehouse. I look forward to serving with her over the next year as she completes her term.”
In 2020, Schaibley authored legislation creating the All Payer Claims Database, which will be operational in early 2024. It will provide a website that can be used by consumers to compare health care prices and quality in order to make more informed decisions. She also sponsored legislation requiring health care providers to give a “good faith estimate” of the costs of care prior to treatment if requested and streamlining the prior authorization process.
In 2019, Schaibley authored legislation strengthening Indiana’s Jake Laird red flag law by closing a loophole that allowed dangerous individuals to purchase a firearm after having their current weapon seized. She said her addition to the law made communities safer by preventing people adjudicated to be dangerous from purchasing firearms while ensuring such individuals are accorded due process rights.
Schaibley also authored and sponsored several pieces of legislation protecting rape victims by expanding the legal definition of rape, strengthening protective orders for victims of domestic abuse and other violence, and establishing a sexual assault victims bill of rights.
Throughout her tenure in the House, Schaibley authored and sponsored numerous other pieces of legislation that have improved the lives of Hoosiers, including laws permitting families of children with disabilities to establish tax exempt ABLE savings accounts that can be used for maintaining health and quality of life expenses, and legislation expanding programs such as the Youth Assistance Program that help at-risk youth.
Schaibley was born and raised in Floyds Knobs, Ind., and is a graduate of Purdue University. She and her husband, John, live in Carmel and have two adult children and three grandchildren.
