Dear Editor:

If it is true consulting engineers have warned Carmel officials that sewage pumping capacity is reaching its limits in the downtown area …

If it’s true several buildings “guaranteed” to be built in City Center by 2019 have yet to emerge …

Can a lack of capacity or the funds to build be the reasons no buildings are built?

Or, is it simply that public health officials won’t allow Carmel to build without adequate water and sewer services?

Hmmmm.
