Noblesville Police Chief John Mann provides update on July 21 shooting

Body camera footage of officer-involved shooting released to the public

Editor’s note: The following statement was released Thursday morning by Noblesville Police Department Chief John Mann regarding the officer-involved shooting that occurred on July 21. Please note that this statement is not to be confused with the investigative findings by the Carmel Police Department.

As Noblesville’s Police Chief, I have a duty to keep the public informed on incidents occurring within the city that are of public interest. With approval from Carmel Police and the consultation of the Hamilton County Prosecutor Lee Buckingham, we are releasing the body cam footage from the early morning hours of July 21, 2021. Three officers were on the scene and video shows the incident they encountered that led to the shooting.

At approximately 5:22 a.m. on July 21, officers from the Noblesville Police Department responded to 698 S. 5th Street. That morning, officers had responded to multiple disturbance calls at that residence involving an individual with an active warrant. The final interaction ended in an officer-involved shooting.

While this is an unfortunate ending to any public safety call for assistance, this type of incident is a difficult reality of policing and one which needs to be fully and professionally investigated both internally and by independent, outside agencies. The Noblesville Police Department has completed our own internal administrative investigation. The Carmel Police Department has conducted its own criminal investigation, and has turned over its findings to the Hamilton County Prosecutor’s Office for review. Throughout the process, our department has fully cooperated with the investigation.

Although we are not the investigating agency, through our own internal investigation I have had the opportunity to review a considerable amount of evidence concerning this incident – and have kept Mayor Jensen informed on the status of the case. I am confident based on my training and experience and our internal administrative investigation that the end result will demonstrate that Sgt. Jordan Granger acted in a lifesaving and appropriate manner in accordance with the laws of the State of Indiana and the City of Noblesville.

The male suspect, 41-year-old Karmen Parrish, was shot by Granger and transported to I.U. Health Methodist Hospital in Indianapolis following the incident and immediate first aid being rendered by the officers on the scene. Parrish was arrested by the Madison County Sheriff’s Office after being released from the hospital for outstanding warrants. Additional criminal charges for the original disturbance call on July 21 have been filed.

I reinstated Sgt. Granger to active duty following the completion of our department’s internal investigation.

Noblesville Police reviews our training and use of force, individually, each time there is an incident, to see that we’ve conducted ourselves in a professional manner. With community expectations in mind, there has been an emphasis on de-escalation training and communication.

The police department continues to operate normally as we wait the conclusion of the independent investigation. As always, we are committed to safeguarding the community.

I understand the desire for more information, but I must ask that all requests for further comment continue to be directed to the Hamilton County Prosecutor’s Office.
