The City of Carmel has announced that City Street Commissioner Terry Killen retired effective Monday after a 30-year career with the Street Department and one year as Street Commissioner.
Killen
Killen joined the Carmel Street Department in 1991, was promoted to a Foreman position in 2001, Operations Manager in 2007 and ultimately, to Street Commissioner in 2020. Killen is a Certified Heavy Equipment Operator, an LTAP Road Scholar (Purdue), a Certified Public Manager (Ball State) and holds a Class A Commercial Driver’s License.
Killen and his wife Mary have raised six children and now have nine grandchildren. In his free time, he enjoys competitive bass fishing, participating in eight to 12 tournaments per year.
“Terry has been a valued employee for our City Street Department for the last 30 years and he stepped up a year ago to lead the department,” said Mayor Jim Brainard. “We want to thank Terry for his service to our community and wish him well in his retirement.”
Higginbotham
Operations Manager Matt Higginbotham will now serve as the next Commissioner. Higginbotham joined the Carmel Street Department in 2004 and in 2015 was promoted to Signs and Lighting Foreman and later served as Drainage Foreman. In 2020, he was promoted to Operations Manager. He holds a Bachelor of Science degree from Purdue University, is a Certified Public Manager through Ball State University and a Purdue University LTAP Road Scholar. He and his wife Jessica and their four children enjoy spending time together, sporting events, fishing, volunteering at church and kayaking.
