Indiana homeland security leader to serve as Carmel fire chief

One of the state’s leading authorities on public safety is joining the City of Carmel as fire chief, Mayor Sue Finkam announced Monday.

Joel Thacker will assume the role Sept. 3, providing the leadership and direction necessary to enable members of the Carmel Fire Department to deliver the highest level of fire prevention, EMS and response services to the community.

Currently executive director of the Indiana Department of Homeland Security, Thacker was appointed to the position by Gov. Eric J. Holcomb in 2022, having previously served as state fire marshal and director of the state’s fire and building safety division.

“Joel has been repeatedly called upon at both local and state levels for his leadership and knowledge in public safety,” Finkam said. “I am thrilled to have his expertise focused on our community, leading an impressive team that is committed to the safety of our residents, businesses and visitors.”

With more than 30 years of public service experience, Thacker served as fire chief of the Plainfield Fire Territory prior to his appointment as state fire marshal. His public safety career began as a volunteer firefighter and EMT in Johnson County. Throughout his leadership roles, he has overseen firefighting and emergency medical services training, fire investigations, cybersecurity preparedness, emergency management response and recovery.

Mayor Finkam involved fire safety peers and community members in the selection process for the chief. The selection process included extensive meetings and interviews to support the final decision.

“On behalf of the State of Indiana, I want to thank Joel for his years of service to Hoosier taxpayers,” Governor Eric J. Holcomb said. “I am personally grateful for his commitment to public safety and constant collaboration with the Cabinet. The City of Carmel and Mayor Finkam are fortunate to have him.”

A public swearing-in ceremony with be held for Chief Thacker with details announced at a later date.

“It is an honor to serve the firefighters and people of Carmel and to support Mayor Finkam’s vision,” Thacker said. “Preparedness is crucial for the success of Hoosier families, communities and the state, and I look forward to advancing training, while supporting all partners in ensuring the safety of the Carmel community.”

Thacker is a licensed paramedic and holds a bachelor’s degree in business administration from Indiana Wesleyan University and a master’s degree in criminal justice and public safety from Indiana University.
