Carmel provides update on spring construction projects

Carmel city officials have provided these updates on upcoming and ongoing construction projects taking place this spring. Projects include the Monon Boulevard expansion, continued work on North College Avenue and several smaller projects throughout the community.

As always, residents are reminded that all construction timelines are affected by weather and utilities; the dates and duration of projects are best estimates.

East 96th Street

Beginning on or after Monday, March 18, East 96th Street between Haverstick Road and Westfield Boulevard will be closed to thru traffic for three weeks for road reconstruction. Westfield Boulevard, East 106th Street, and Keystone Parkway will be used as the detour route for this closure. The intersections of East 96th Street with Maple Drive and Lincoln Boulevard will be restricted, and local property access will be provided from the north via East 99th Street as well as Maple Drive.

College Avenue reconstruction

Beginning on, or after April 1, North College Avenue reconstruction will begin with a closure of the southbound lane between the Interstate 465 overpass and East 104th Street to relocate the water main and construction of new storm water collection. This work will continue through July 2024. Meanwhile, private utilities may be working in the easements and the right-of-way, relocating utility lines along both east and west sides of North College Avenue.

Reconstruction of the northbound lane will begin later this summer with continued work on infrastructure on the east side of the road. During this phase, access will only be open for southbound traffic and limited access to Pennsylvania Parkway will only be maintained for southbound traffic on North College Avenue during this phase of work. The reconstruction of the northbound lane is expected to be substantially complete and open to traffic Winter 2024.

March 2025 begins with the reconstruction of the west side of North College Avenue with a closure of the southbound lane of North College Avenue between East 106th Street and I-465.  Expect deconstruction of the road, infrastructure work, as well as the west side of the roundabout at Pennsylvania Parkway, and reconstruction of the southbound lane. The northbound lane will remain open on the new road during this phase of construction and there will be no access to Pennsylvania Parkway from North College Avenue during this phase of work. Access to Pennsylvania Parkway will be maintained from the west during all phases of construction of North College Avenue.

In late summer 2025, the southbound lane reconstruction will begin. After the opening of both northbound and southbound North College Avenue lanes, North College Avenue will be closed (open to local traffic only for area businesses) at Parkwood Drive for the construction of a roundabout intersection for approximately 60 days. Under the full closure of this intersection, the roundabout is expected to be completed in late 2025.

In early 2026, the reconstruction of the East 96th Street and North College Avenue intersection into a roundabout will begin. This will involve the closure of the intersection for approximately 60 days.

Alternative and detour routes for North College Avenue include U.S. 31, Keystone Parkway, East 106th Street and East 96th Street.

Monon Boulevard Expansion – Phase 3

Beginning on or after March 18, tree clearing will begin along the Monon Greenway between City Center Drive and West Walnut Street in preparation for Phase 3 of the Monon Boulevard expansion project in Midtown. Approximately 50 trees will be removed in this section of greenway with the work taking place along the west side of the trail. A temporary multi-use path will be established west of the existing trail once clearing is complete to allow pedestrians to maintain connectivity throughout the construction. The new plan will incorporate more than 6,000 new plantings (shrubs, perennials, grasses) and more than 100 new trees. Work on Phase 3 will be substantially complete in 2025.

Midtown Construction

Work will resume in the city’s central core on parallel stretches adjacent to Midtown this April. The project at 3rd Avenue SW will continue with storm water collection and water main work in the vicinity of Industrial Drive as well as the rebuilding of 3rd Avenue SW to a new boulevard stretching from 2nd Street SW to Autumn Drive. Meanwhile, Veterans Way will continue to move north from City Center to West Walnut Street. Work expected to be substantially complete in Fall 2024.

Path Projects

Several path projects are in the works around the City of Carmel. Most of these are filling gaps in the existing network, some are crosswalks with rapid flashing beacons. In addition to these smaller projects, the city has much larger pedestrian connectivity projects in phases of design.

Water Main Work

The West Main Street water main work is expected to be complete in late April when motorists can expect West Main Street, east of Old Meridian, to reopen. Alternate routes include West Carmel Drive, Smoky Row, West 146th Street, and East 116th Street.
