The City of Carmel offers these updates on upcoming and ongoing construction projects taking place this fall. Projects include the Veterans Way connectivity project, the Hazel Dell Parkway and 106th Street roundabout, among others.
All construction timelines are affected by weather and utilities; the dates and duration of the projects detailed here are estimates. Your patience is appreciated while these improvements are underway.

3rd Avenue SW
Work south of Industrial Drive is expected to be near completion in August. Motorists can access Industrial Drive by using 3rd Avenue off City Center Drive on or after Aug. 12.
Work from Industrial Drive north to 2nd Street SW is scheduled to begin on or after Aug. 12. This portion of the project will remain closed until completion.
East 106th Street pedestrian bridge
Work on this bridge will continue through 2025 to establish a pedestrian walkway over the White River that will connect Carmel and Fishers.
Hazel Dell Parkway & 106th Street roundabout
A roundabout is currently being built with continued traffic flow. Traffic patterns will shift on or after Aug. 26 as the west half is constructed. During this phase, there will be no access to or from 106th Street for the remainder of the project. The project is expected to be complete before Thanksgiving.
Monon Boulevard Phase 3 & Veterans Way
On or after Aug. 1, pedestrian traffic along the Monon Greenway shifted west to a temporary path from City Center Drive to Walnut Street. A 30-day closure of Veterans Way and Walnut Street will be in place for roundabout construction, beginning in the fall. Work in this area will continue into 2025.
Pennsylvania Parkway & Liberty Fund Drive roundabout
Beginning on or after Sept. 3, a full closure of Pennsylvania Parkway will be in place for the construction of a roundabout. This roundabout will provide a new connection to the east for the upcoming development at the northeast corner of 111th Street and Pennsylvania Parkway.
Spring Mill Road
INDOT is currently evaluating long-term connectivity options while repair plans develop for the bridge over Spring Mill Road following the bridge being struck by a loaded trailer traveling on Interstate 465. City officials will continue to work to keep the public informed as information becomes available.
Path project updates
The Rohrer Road Path is currently being paved and is expected to reopen to the public in August.
Crews are expected to be substantially complete with the remainder of this year’s path work in September.
Street paving
Resurfacing work will continue to be supervised by the Carmel Street Department for ongoing maintenance of city streets, curbs and routine care. Please direct questions to street@carmel.in.gov.
