On Wednesday, Carmel Police Department (CPD) Chief Drake Sterling announced two new appointments to his command staff.
D.J. Schoeff, a 20-year veteran of the department, will serve as Deputy Chief of Administration and Anna Flaming, a 15-year veteran of the department, will serve as Major of Performance and Planning.
Deputy Chief Schoeff’s duties will include the oversight of training, community outreach, support services, the crisis intervention unit, and many other administrative functions. His promotion comes after most recently serving as Lt. of Community Relations and his background also includes overseeing CPD’s robust school resource officer program as well as patrol supervision.
In her new role, Major Flaming will oversee field training, internal affairs, accreditation, strategic planning, and recruitment. She most recently served as a lieutenant over professional standards. She is also the first woman to be given this title with CPD.

“I am extremely excited to bring D.J. and Anna into the command staff,” Chief Sterling said. “D.J. is a fantastic leader and someone I think will help improve both internal operations and our external image. His background and the relationships he has built in Carmel over the past 20 years make him an excellent candidate to lead CPD from the front. Major Flaming brings experience from the administrative side, policy preparation and patrol. She is a visionary and an innovative leader. With the creation of the Performance and Planning Division, Anna will have the opportunity to steer CPD in the direction we want to see.”
To facilitate these changes, Brady Myers will assume the role of Deputy Chief of Police Services. Myers previously served as Deputy Chief of Administration, and Sgt. Katy Malloy has been slated to backfill Schoeff’s position as Lt. of the Support Services Division.
