They say you should always stop and smell the roses, but the flower beds at Carmel City Hall deserve some love first. The north and south sides of City Hall are officially showing off a fresh summer look. Thanks to the Street Department’s excellent eye for vibrant colors and some hardworking planting crews, Civic Square is in full bloom.
