Hamilton County Councilman Mark Hall’s September Timesheet

Welcome to The Timesheet. This column is a report of work done on behalf of the people of Hamilton County. It is to be informative, too – a place to learn about projects and how our county government works.

As your employee, it is important that you know what is being worked on as transparently as is possible in county government. You hired me as your County Councilman, and my hope is that you will choose to be informed by regularly reading this column, getting involved, consider volunteering, and by asking questions. Council meetings are at 7 p.m. the first Wednesday of every month at the Hamilton County Government and Judicial Center in downtown Noblesville. Meetings are also available to watch online for those unable to attend in person.

Here is where my time this past month has been spent.

In addition to the County Council public meetings, September work included: watching Board of Commissioners meetings, Noblesville and Cicero Council public meetings, and two days of 2027 budget finalization meetings.

The September in-person Personnel Committee meeting was canceled. The Finance Committee met to review 2027 expected revenues, the grants committee did not meet, and the Insurance Committee did not meet in September, but we did receive word that our recommendation to move forward with a new Pharmacy Benefits Manager was forwarded to the Board of Commissioners for their approval.

During September, I received 11 constituent service requests and communications. This column doesn’t allow space to describe the calls, messages, and texts from folks that were impacted by the floods.

Please allow me grace as I summarize interactions into three primary areas: Questions about immediate needs (food, shelter, pets), communications about short term issues (homes, mitigation, and remediation), and lastly, messages about the long-term issues (recovery, FEMA, county, state of Indiana and federal benefits).

I did the best I could by responding in a timely fashion to direct folks and connect them to the right people and places. I made three in-person visits to the Riverwood area during the month to check in on neighbors and find out how their interaction with FEMA, state agencies, and Hamilton County EMS were going. The largest volume of communications was in support of people trying to coordinate with the right person or agency to address an issue.

A constituent wrote to me stating that Hamilton County had a reporting problem in how we categorize the ethnicity of people arrested and booked into the county jail. His allegation was that the County categorized people as white ethnicity when they were nonwhite. As is the process, I researched his point with the Sheriff and was able to reply confidently that no such mis-categorization was taking place.

A constituent wrote to me asking for my help in a public records request. I coordinated with the County Attorney’s office, who connected with the individual to fulfill their request.

Of special note this month was attending the Noblesville State of the City address, the 9/11 25th Anniversary Memorial Ceremony, and completing the 2027 budget maintaining a flat tax rate with increased expenses for people, insurance, and facilities.

It was an honor to represent you at this year’s annual Silver Sneakers Ball, a fundraiser for Champ Camp, at the Cicero Police & Fire Public Safety dinner, and at the Kiwanis Club annual Books for a Bright Future Dinner.

This will be my last Timesheet report to you prior to the upcoming election. It has been my pleasure to serve the people of Hamilton County during these last four years. I’ve tried my best to accomplish my objectives of transparency, fiscal conservatism, and public safety.

If you like what you’ve read in this column (you can find 46 of these columns online), I’d appreciate your support in the election on or before Nov. 3, and I’d be honored if you’d tell your friends. If you don’t like what you’ve read here, please tell me. Call me at (317) 832-1104 and let’s talk about it.

This is my timesheet. This is where my time went during September 2026. While my job is primarily the financial oversight of the county budget, it is important that I understand the Board of Commissioners’ priorities and balance them with the stewardship of taxpayer dollars. That is the job, and I am excited to do the people’s business.

As a taxpayer myself, and listening to so many of you, our employers, it is important for the taxpayers to have access to all the information you want. I work for you, and although you may not choose to do a deep dive into what your County Council does, it is important that you can always do so.

Feel free to contact me at (317) 832-1104 or mark.hall@hamiltoncounty.in.gov with questions, feedback, or if you would like to talk about county business.
