On Thursday, the Carmel Street Department had the honor of laying the city’s 500th Legacy Brick in celebration of Phyllis Horton Rockhill’s 100th birthday. Thank you to the Carmel Clay Historical Society for putting this event together and managing the Legacy Brick program.
