Jersey 32, LLC introduced a $105 million mixed-use development, currently named 32 Jersey, at Tuesday evening’s Westfield City Council meeting. Located on the south side of State Road 32 on Jersey Street, between Poplar and Mill streets, 32 Jersey represents a milestone in the city’s ongoing efforts to revitalize and reimagine its downtown core.
The development will include up to 225 modern apartment residences, offering a vital expansion to Westfield’s downtown housing options. Supporting the city’s infrastructure goals, the project will also add more than 530 garage parking spaces, helping alleviate longstanding parking shortages in the downtown area. Additionally, 32 Jersey will introduce more than 43,500 square feet of retail and restaurant space, creating opportunities for local businesses and inviting more activity into the downtown.
Skender, a full-service building contractor and one of the nation’s top 100 construction firms, will relocate its central Indiana office to a 10,000 square-foot office space within the development. The company relocated to a temporary office space on Greyhound Pass last October.
One of the most distinctive features of the project is a public plaza that will serve as both a gathering space and a cultural landmark. At the heart of the plaza will be a public art installation honoring Westfield’s historical role in the Underground Railroad, celebrating the city’s heritage while creating a space for reflection, education, and connection.

“The 32 Jersey project is an important piece of our downtown redevelopment plan and will provide much needed relief to our downtown parking concerns,” Mayor Scott Willis said. “We are looking forward to this development making its way through the process and helping to create a more livable and walkable downtown.”
The project was introduced at the May 27 City Council meeting and will be followed by a public hearing at the Advisory Plan Commission (APC) meeting on June 2. Final adoption consideration by the City Council is anticipated on Aug. 11.
