State Representative Dr. Victoria Garcia Wilburn, an occupational therapist, researcher, professor, and mother of three, said on Monday she intends to seek re-election to House District 32 in 2024.
“On the heels of Dr. Martin Luther King weekend, it was my honor to file for my ‘24 re-election campaign,” Garcia Wilburn said. “I know I have done the work to show the constituents of House District 32 that I will be a representative for every person in our district and uphold our community values. People over politics is a common theme for me in the Statehouse and on the campaign trail. I am excited to talk to voters about my record over the next 10 months.”
Garcia Wilburn was born in a working class neighborhood in the Chicago suburbs, and was raised in a union family. She earned a bachelor’s degree in occupational therapy as a first-generation college student. She went on to earn both her Master’s and Doctorate in health science, while working part time and raising her three young children. For the past 19 years, Garcia Wilburn and her family have made Indiana their home.
Garcia Wilburn has been a tireless advocate for equity and access to mental and behavioral health service. She serves on the Indiana Behavioral Health Commission and on the Indiana Commission on Hispanic and Latino Affairs. Her leadership is widely recognized, receiving various awards from Indiana University, the Central Indiana Junior Achievement award, and the American Occupational Therapy Award, amongst others.
Since being elected in 2022, Rep. Garcia Wilburn has accomplished several legislative goals in the Indiana Statehouse.
“During my time in the House, I have been privileged to work on many issues important to Hoosiers, but my 2023 legislation to support the mental health of first responders throughout the state remains one of my proudest accomplishments,” Garcia Wilburn said. “Supporting our police, fire, EMS and other first responders is a critical issue to me and something I will continue to work on if re-elected.”

Torzewski was most recently campaign manager for Howard Stevenson’s At-Large Fisher’s City Council race. “She is here for her constituents and consistently puts them first in her work in the District. We have put together an impressive team and are ready to get to work motivating voters to re-elect Rep. Garcia Wilburn in 2024.”

Rep. Garcia Wilburn and her husband, Chris, a retired police officer, are the parents of three school-aged children.
“When I was first elected to represent the 32nd District, I made a promise to always make my family proud by working to inspire unity over division,” Garcia Wilburn said. “That will continue to be one of the driving values of our campaign – we want everyone in the 32nd District to join our team.
