Noblesville’s public safety departments held a ceremony Friday to promote officers and firefighters to help lead their respected agencies. The ceremony took place in the council chambers at City Hall. In attendance for the event were family members, friends, members of the community, government officials and officers of the police and fire departments.
“We have selected the best personnel to lead our police and fire departments as we work to transform our approach to public safety to ensure Noblesville is one of the safest cities in the country,” said Mayor Chris Jensen. “I am extremely proud of the men and women in uniform who lead to protect our city.”
Police Chief John Mann announced the new promotions of his department leaders, including the promotion of Brad Arnold from deputy chief to assistant police chief. Arnold began his NPD career in November 1993. Prior to becoming assistant police chief, Arnold oversaw the department’s patrol division for 15 years before leading the support division the past three years. He has been a member of the department’s dive team, Emergency Services Unit, bike team and an instructor for 25 years. Arnold also is a 2006 graduate of the FBI National Academy.
Other promotions include:
- Jason Voyak was promoted to deputy chief of investigations. Voyak was hired in April 1999 and has spent his entire career in the patrol division as a patrol officer, sergeant and a lieutenant. His duties have included being an emergency vehicle operations instructor, a STOPS instructor, and the field training coordinator.
- Eric Cunningham was promoted to deputy chief of Patrol Division. Prior to being hired by Noblesville, Cunningham served in the U.S. Army Reserves and served in Iraq. He was hired in January of 2006. He is a graduate of the FBI National Academy in Quantico, Va. Prior to his recent promotion, he served as a shift commander in the patrol division.
- Shane Ginnan was promoted to deputy chief of Support Division. Ginnan has been with the police department since 2001. He has served in the patrol division as a patrol officer, sergeant and lieutenant. He was part of the Emergency Services Unit for 15 years and graduated from the FBI National Academy in 2014. For the past three years he has been assigned to the support division where he supervises various programs such as the school resource officers, community service officers, parking and the Crime Analyst Unit.
Mann also announced the creation of a professional standards division. This new division will be led by Deputy Chief Shannon Trump. Trump was hired by NPD on Jan. 7, 2002. Prior to her recent appointment, Trump served as the deputy chief overseeing the agency’s criminal investigation division. The professional standards division will oversee the department’s accreditation, public information officer/recruitment, training/field training officers and internal affairs.
“I first want to thank Chief Kevin Jowitt, Assistant Chief Scott Kirby and Deputy Chief Jon Williams for their hard work and sacrifices over the past several years. Their contributions and sacrifices have made NPD the great department that it is today,” said Mann. “I am excited for the future of the Noblesville Police Department and congratulate these officers on their new roles and leadership positions.”
At the fire department, Chief Matt Mitchell has appointed Adam Biddle as the new Assistant Fire Chief. Biddle started at Noblesville Fire on Oct. 5, 1998 and has served as the A-Crew Battalion Chief since 2015. He was the NFD Firefighter of the Year in 2005 and received the NFD Kenneth Gilliam Leadership Award in 2010 and 2017. Biddle serves on the department’s training group, hazardous materials team and the Local 4416 Peer Support Team.
“Chief Biddle brings years of valuable operational experience to this post and will continue to serve the Noblesville Fire Department selflessly,” Mitchell said.
Mitchell also announced the promotions of Mike Cummins to battalion chief, Uriah Eddingfield to captain, and Scott Hunter to lieutenant.
