Noblesville Street Department employees have placed red ribbons on downtown street poles in memory of 21-year-old Ryan Scott Herring of Gas City. Last week Herring fell while installing holiday decorations on a city light pole. Herring was a contract worker from Winterland Inc., the company hired to install decorations around the courthouse square.
