Carmel Mayor Jim Brainard gave his final State of the City address on Dec. 4 at The Palladium. Many guest speakers joined to reminisce on his 28 years in the city’s top job, including Carmel resident and former Governor Mitch Daniels, who made a surprise appearance to present Mayor Brainard with the Sagamore of the Wabash award from current Governor Eric Holcomb, who was unable to attend.
