Julia Church Kozicki announced Wednesday that she will be a candidate for Noblesville Mayor in the May 7, 2019 Republican primary.

“I am convinced that now is time for proven leadership in Noblesville with a fresh vision for our future and a respect for our city’s history,” she said. “I believe in a proactive approach to growth and a collaboration among community leaders, organizations and citizens to identify and provide the resources necessary to support a thriving community.”
A native of Noblesville, Kozicki was elected to three terms (12 years) as a member of the Noblesville School Board of Trustees and has served in numerous leadership roles in the community, including Noblesville Tri Kappa, the Hamilton County Leadership Academy and First United Methodist Church. She has also served as a three-time chair of the Corporate Counsel Section of the Indiana State Bar Association and as the Region 5 Director of the Indiana School Board Association. She represented Noblesville precincts 1-20 at the 2018 Indiana State Republican Convention.
A graduate of Indiana University and Loyola University Chicago School of Law, she is legal counsel for Sigma Kappa Sorority’s national headquarters. She and her husband, Jeff, have two sons, one at Indiana University and one in his senior year at Noblesville High School, both of whom are Eagle Scouts.
Kozicki’s platform includes:
- Establishing closer collaborative cooperation between schools, city and the community
- Reviewing current city ordinances with the goal of reducing unfair, unnecessary burdens of both time and cost
- Establishing a Neighborhood Roundtable to create open dialogue of issues and solutions between the city and its neighborhoods
- Supporting downtown business owners and residents and finally addressing the parking needs of a vibrant downtown
- Believing that on a long-term economic development and cultural/historic level, the decision to disable the Nickle Plate rails south of Conner Street is not the best decision for Noblesville, Kozicki will work to rescind this decision.
- Proactively planning for growth and managing it during this critical time for the future of Noblesville to ensure that the end results benefit the community and not just developers.
“My campaign will be run in a positive and transparent manner,” Kozicki said. “As with my three previous campaigns for school board, I will not accept donations from companies that do business with the city. I will commit to a positive discussion of the issues that face us.”
