On Monday, Noblesville mayoral candidate Chris Jensen’s Transition Committee released its report to the public following months of outreach, discussion and research with the Noblesville community.

The report, which can be found on Jensen’s website, features sections on four policy pillars and administration organization that represents Jensen’s core plan for Noblesville’s Next Chapter. The four policy pillars are:

  1. Comprehensive Economic & Workforce Development
  2. Downtown, Culture & Recreation
  3. Public Health & Safety
  4. Roads & Infrastructure

“Throughout the campaign and months of work on the transition, our team heard a strong message again and again: Our city is ready for a clear vision and leadership to push boundaries, innovate, and bring the community together to build on Noblesville’s incredible success,” Jensen said. “I’m incredibly proud of the committee and their work on this transparent first step to building a brighter next chapter for Noblesville.”

Guided by Jensen’s vision, Transition Committee members spent months working with community leaders, residents, businesses, nonprofits and experts to build a plan filled with ideas and solutions to make Noblesville a better place.

“Our goal was to bring the best people, ideas and policies together to serve the people of Noblesville by producing a plan that would allow the next administration to hit the ground running on day one,” Transition Committee Chair Steve Nation said. “It was an honor to be part of a process that brought together the pillars of our community with the next generation that will carry Noblesville’s torch into the future. Our hope is that this work will allow all invested in the next chapter of Noblesville’s success story, and all those who would come to Noblesville, to have access to a clear plan of the Jensen Administration’s priorities – and ultimately build a better Noblesville for our families, businesses and thriving community.”

Selected highlights from the report include:

Streamlining Noblesville’s leadership

A constant recommendation to the committee was the need for vision and leadership from the Mayor’s Office as Noblesville grows and expands. To handle the city’s growing challenges and opportunities, the committee recommends creating Directors of Public Safety and Economic & Community Development for a more agile and effective municipal government.

Strategic infrastructure investment

Jensen says he is committed to developing much needed east-to-west transportation corridors within the city, including completing the Pleasant Street extension, while also creating Noblesville’s first Capital Improvement Plan to protect Noblesville’s taxpayers by ensuring future projects are planned and fully funded.

Activate downtown

According to Jensen, Noblesville needs to make full use of its best and most unique asset – its historic Downtown. By carefully protecting Downtown’s historic nature, connecting it to neighborhoods, developing the Riverwalk, increasing walkability, and by offering a diverse array of dining and entertainment options for all ages, Noblesville can be further set apart from the pack as the best place in Central Indiana to live, work and play.

A coordinated approach to public health & safety

The challenges facing first responders are rapidly changing. By adopting new techniques like paramedicine, establishing partnerships and processes to ensure mental health and addiction treatment and follow-up, and partnering with Noblesville Schools to proactively protect children, the Noblesville community can build public safety agencies that have the organization, staffing, training and leadership in place they need to prevent and respond to new public health and safety challenges.
