Jack Russell is the newest member of the Cicero Town Council. Precinct committeemen elected Russell to replace Rusty Miller in the Town Council District 2 seat during the Saturday morning caucus. Miller had notified the council in advance of his plan to officially resign Nov. 30 when he moved to Carmel. Russell will serve on the Cicero Town Council until the end of 2019.
