Health Department implements body art & eyelash extension ordinance

New law aims to ensure safe & sanitary practices

The Hamilton County Health Department has implemented a new Body Art and Eyelash Extension Ordinance to ensure safe and sanitary practices for residents who get piercings, eyelash extensions, and other legal body art. The ordinance went into effect on Jan. 1, 2025.

The ordinance mandates that all body art and eyelash extension facilities, including the artists and operators, maintain sanitary premises and equipment, hold appropriate licenses and use only jewelry that meets specified materials and hygiene standards. Establishments are also required to maintain thorough records, including client consent forms and disinfection protocols, and to obtain proper licensing from the Hamilton County Health Department.

“We have witnessed significant growth in body art and eyelash extension services in Hamilton County, and with that comes an increased responsibility to ensure these businesses operate safely and hygienically,” Health Department Administrator Jason Lemaster said. “This ordinance ensures that both operators and clients are protected, and that the highest standards of care are upheld across the county.”

The ordinance also introduces a robust enforcement system, including routine inspections, penalties, fines, and a suspension and revocation process for non-compliance. Body art establishments and artists found in violation may face penalties ranging from fines to temporary suspension or permanent revocation of their licenses.

“We already conduct regular inspections of body art and eyelash extension establishments,” said Kaylen Underhill, a health educator who inspects body art establishments. “This ordinance provides clarity and consistency, and it gives us the tools necessary to ensure compliance and maintain strict health standards.”
