Carmel realigns duties for two city leaders

A new alignment of duties for key leadership functions within the City of Carmel is creating new operational efficiencies.

Rebecca Carl has broadened her duties, assuming the role of chief of staff, filling the position previously held by Jim Crider. In the role supporting the mayor’s office, Carl will continue her oversight of the city’s marketing and communications functions. Prior to serving the city, Carl fulfilled similar leadership roles at Indiana University and IU Health.

“The chief of staff role is critical and Rebecca’s proven expertise in operations and communications is supporting our continued success,” Mayor Sue Finkam said. “By expanding the scope of her duties, we are further creating efficiencies and effectiveness, both in our work and how we direct resources.”

Douglas

To support Carl’s assumption of the chief of staff duties, Kelly Douglas has been promoted to director of marketing and community relations, overseeing the city’s branding and marketing efforts. Douglas previously developed private-label programs for major retailers, including Target and Best Buy, also fulfilling brand leadership roles at Ingersoll Rand. Most recently, she served as marketing director for Downtown Indy, Inc.

The marketing team’s new alignment will be further supported by the addition of Kelli Prader, who will serve as senior project manager in marketing. Prader previously worked for Carmel Utilities as manager of customer relations and education, overseeing events and public meetings and working with Community Relations to promote Utilities’ reporting and initiatives.
