Carmel police release video summary of Spring Creek Neighborhood shooting

The Carmel Police Department released a video summary of the officer involved shooting that occurred on July 27 in the Spring Creek neighborhood in Carmel.

According to police, three individuals involved in the shooting were arguing inside a residence in the 14300 block of Riverrock Court. A 911 call was made during this argument expressing concern that the suspect, Julio Cesar Virula, 26, was armed with a gun and threatening suicide. The argument continued as the subjects went outside the residence.

Upon arrival responding officers found Taylor Cox, 28, deceased with multiple gunshot wounds. The second victim, a 66-year-old woman, was located a short distance north of the residence, also with multiple gunshot wounds. She was transported to a local hospital and later released. Virula was later shot and killed during an encounter with a Carmel police officer.

“Carmel Police Department’s Criminal Investigations Unit conducted a thorough criminal investigation into the officer-involved shooting and the circumstances that led to it,” Carmel Police Chief Jim Barlow said. “The completed investigation was submitted to the Hamilton County Prosecutor’s Office for review to determine if there were any violations of law.”

Barlow also explained the results of an internal investigation.

“The internal investigation determines if the officer’s actions met the high standards we hold for all our employees, and to ensure the officers acted in accordance with department policy,” Barlow said.

Barlow identified the officer involved in the shooting as Shane VanNatter. VanNatter is assigned to the Carmel Police Department School Resource Unit and has 13 years of experience with CPD.

Barlow told the Reporter that Officer VanNatter acted in accordance with department policy and his actions may have saved other lives.
