Carmel Police Chief Jim Barlow appoints new staff, makes promotions

Carmel Police Chief Jim Barlow has announced the appointments of officers to his new staff at the Carmel Police Department (CPD). The appointments were made on July 28.

Dwight Frost was promoted to role of Deputy Chief of Operations, Brady Myers was promoted to the role of Deputy Chief of Administration, Ryan Jellison was promoted to the role of Major of the Support Division, and Shane Collins was promoted to the role of Major of the Operations Division. Additionally, Lieutenant Ryan Meyer was transferred to the Operations Division Administrative Lieutenant position on Aug. 1.

Deputy Chief Frost

Deputy Chief Frost has served CPD for 29 years. He attended Indiana State University, where he studied Criminology, and is a 2009 graduate of the FBI National Academy. Frost previously served as Commander of both the Criminal Investigations Division and the Operations Divisions as well as the Director of the Hamilton/Boone County Drug Task Force. In addition to his current role as Deputy Chief of Operations, Frost is also a firearms and emergency vehicle operations instructor for the department.

Deputy Chief Myers

Deputy Chief Myers has served CPD for 22 years. He received his bachelor’s degree from Indiana University and began his career with CPD in June 2000 in the Operations Division, where he was promoted to the ranks of Sergeant and Lieutenant. He spent many years in Operations Division; however, he also served as the department Rangemaster/Training Coordinator and as an Administrative Lieutenant in the Operations Division.

During his tenure with CPD, he has overseen multiple specialty units including the Field Training Officer (FTO) program, K9 unit, Emergency Response Group (ERG) unit, field evidence technicians and SWAT Team. He has also been a member of the firearms instructor cadre for several years. He was a member of the SWAT Team for more than 19 years where he served as assistant team leader, team leader and SWAT Commander.

Major Jellison

Major Jellison has served 19 years with CPD and more than 26 years in law enforcement overall. He received an associate degree from Vincennes University and a bachelor’s degree from St. Joseph College of Calumet. He began his career with CPD in 2003 after serving nearly eight years with the Plainfield Police Department.

During his time with CPD, he has spent time as an Operations Sergeant and Lieutenant, Rangemaster/Training Coordinator, Detective in Criminal Investigations Division (CID) and Lieutenant in Special Investigations Division (SID), where he was assigned to the Hamilton/Boone County Drug Task Force. He was a member of SWAT Team for 15 years, serving as an Entry Team member and Assistant Team Leader, before retiring as the SWAT Commander in 2020. He currently serves as a department firearms instructor.

Major Collins

Major Collins has served CPD for 22 years. He received an associate degree from Vincennes University in Law Enforcement and is a graduate of the Indianapolis Metropolitan Police Department Leadership Academy.

He has served time as an Operations Sergeant and Lieutenant, Rangemaster/Training Coordinator, Detective in the CID and most recently as the Administrative Lieutenant in the Operations Division. He was a member of the Carmel SWAT Team for more than 20 years, serving as an Entry Team member, Assistant Team Leader and Team Leader before retiring from the team in 2022. He has served as an FTO, the FTO Coordinator, and Honor Guard member. He currently serves as a Defensive Tactics and Firearms instructor.

Lieutenant Meyer

Lieutenant Meyer is a 22-year veteran of CPD. He attended Indiana State University where he earned a Bachelor of Science degree in Criminology. He has more than 15 years of experience in the CID where he has spent time as a Detective, Sergeant, and Lieutenant. During his tenure, he has also been assigned to Bike Patrol, SWAT team, Intelligence Unit and the Hamilton/Boone County Drug Task Force.
