The Carmel Police Department held its annual Awards Banquet on March 25. Two special awards were given to a Civilian of the Year and to an Officer of the Year. Chief Jeff Horner presented Susie Bell (left) with the Civilian award and Matthew Broadnax (right) with the Officer award.
