Sparked by the impressive work of the Carmel Housing Task Force and its initial report, Carmel Mayor Sue Finkam announced on Wednesday the formation of the Mayor’s Advisory Commission on Housing.

The initial work of Commission members will focus on considering and implementing the recommendations of the task force, which was formed in February 2024, with members then issuing a key recommendations report to the mayor in September.

Commission members include:

  • Barbara Eden, Carmel resident
  • Todd Fenoglio, Carmel Clay Schools
  • Matt Kaercher, Merchants Capital
  • Shannon Minnaar, City Council member
  • Chris Pryor, MIBOR
  • Sarah Spencer, First Financial Bank
  • Christine Zoccola, Carmel Plan Commission

“This commission is another significant step forward in addressing our housing needs and I am grateful to these residents for their willingness to serve,” Mayor Finkam said. “We have clearly defined the challenges we face and are now taking steps to ensure the long-term sustainability of diverse housing options for future generations.”

The commission will facilitate and update the Housing Strategy and Vision resulting from the task force’s initial recommendations, with the goal of meeting Carmel’s housing objectives. Among their plans are strategizing options for protecting existing single-family neighborhoods, assessing current zoning regulations pertaining to housing, and studying options and strategies for new affordable housing.

Commission members will meet twice monthly. Click here to learn more.
