On Monday evening, members of the Carmel City Council and Mayor Jim Brainard presented a plaque to outgoing President Kevin “Woody” Rider for his service to the city. Rider remains on the council as an at-large representative. The presidential role is rotated every year to a different member. Councilman Jeff Worrell will serve as the 2019 president.
