Carmel’s chief infrastructure officer has been placed on unpaid administrative leave following a domestic battery arrest in May.

Kashman
According to a Facebook post from the City of Carmel, Jeremy Kashman, 44, was promoted to city’s chief infrastructure officer in June 2024. His profile page on the city’s website has since been removed.
A probable cause affidavit shared with News 8 says around 10 p.m. May 23, Noblesville police officers were dispatched to a home in the 7000 block of Spayside Drive South for a physical disturbance.
There, they spoke with a woman and a juvenile, who said Kashman pushed and touched them aggressively. The woman added that Kashman “yelled at [her], used profanities, pulled her hair, and punched her in the back with closed fists multiple times.”
One juvenile told police when Kashman pushed them, his watch scratched the victim’s cheek. According to the affidavit, the juvenile was also received a cut on their ankle but could not tell police how they got it.
Detectives later noted the child was hurt trying to protect the woman.
Kashman was charged with domestic battery in the presence of a child and domestic battery on a person younger than 14.
Nick Weber, the city’s chief of staff, told News 8 Monday Kashman will remain on unpaid leave pending results of an internal inquiry.
“On Friday, May 23, 2025, Mayor Sue Finkam was informed that Jeremy Kashman, chief infrastructure officer, was arrested that evening by Noblesville police officers on serious personal charges involving his family. This is deeply concerning, and our thoughts are with those affected. The City is treating this matter with the seriousness it deserves and moved immediately to place Jeremy on unpaid administrative leave pending the results of an internal inquiry. City operations are continuing without disruption.”
Kashman’s jury trial was scheduled for Dec. 16.
