Carmel announces 2023 construction plans, including three new roundabouts

The City of Carmel has identified right-of-way improvements and estimated a schedule of work for the 2023 construction season. The Department of Engineering is issuing this schedule to keep the community informed about projects that will greatly impact the city over the next year.

It is always the goal to maintain schedules and timelines for projects, keeping in mind that circumstances such as weather, utilities and unforeseen circumstances can sometimes affect the desired timeline.

Spring (February to April)

  • 106th Street and North College Avenue Roundabout: Continued concrete and dirt work until asphalt plants re-open in April to complete remaining work.
  • Clara Knotts Drain/Storm Water Work: Washington and Home Place areas. Ongoing work by Hamilton County Surveyor’s office continues. Call (317) 776-8495 for additional information.
  • 3rd Avenue SW Reconstruction: (180 days*) On or after March 1; Full closure with access to local traffic only for duration of this project for 3rd Avenue SW from Elm Street to City Center Drive. This work will consist of storm water collection, pedestrian connectivity and road reconstruction.
  • Duke Transmission Line: On or after March 15 expect crews to assemble on Veterans Way to begin pulling the transmission line into the previously buried conduit. Expect the work to be complete in April. This will result in a small closure of the road between 1st Street SW and Main Street.
  • Monon Greenway Reconstruction: Ongoing work; 1.) Bridge replacement north of 116th Street continues into spring once asphalt can be laid; 2.) Bridge replacement north of Smoky Row will continue into the spring once asphalt can be laid.
  • Smoky Row Reconstruction: Substantial work has been completed on the roadway including storm water collection, utility relocations, and the replacement of the bridge over Little Cool Creek. Expect the roadway to be open for motorists between now and April 1. The final push to construct the roundabout at the west end as well as completion of remaining work will occur in the spring/summer.
  • Main Street at Carmel High School: Ongoing work to complete the roundabout at Lexington Boulevard, pedestrian connectivity, median work, and final surface of the road to begin on or after June 1.
  • Veterans Way & City Center Roundabout: (80 days*) On or after April 10, partial closures of City Center to construct the new roundabout half at a time. Expected to be complete by July 4.

Summer (May to August)

  • Street Paving/Resurfacing: Ongoing maintenance of city streets by contractors lead by the City of Carmel Street Department. Expect delays with partial/full closures throughout the city. More information available with the City of Carmel Street Department by calling (317) 733-2001.
  • Gray Road Path Project: (Date TBD); multi-use path to be constructed on the east side of Gray Road from 106th Street to 116th Street replacing the existing sidewalk.
  • College Avenue Reconstruction: (12 months*) (Start date TBD); maintaining one-way traffic for duration of the road work for College Avenue from West 96th Street to West 106th Street The work in this area will consist of two new roundabouts at Pennsylvania Parkway and North College Avenue Parkwood Crossing and North College Avenue will receive boulevard treatment with one lane in either direction, tree-lined median, storm water collection and pedestrian connectivity flanking the new boulevard. The timing and closures for the roundabouts are yet to be determined (information to follow).

Fall (September to November)

  • Hazel Dell Parkway and East 106th Street Roundabout: (Start date TBD) 90days +/- under a partial closure, maintaining north to south connectivity on Hazel Dell Parkway for the construction of the roundabout.
  • Path Projects: Timeline and scope undetermined

Anticipated 2024

  • North College Avenue & 96th Street: Roundabout
  • Westfield Boulevard & 106th Street: Roundabout
