Ann Bingman named Carmel City Controller

Carmel Mayor Jim Brainard has appointed Ann Bingman City Controller for the City of Carmel. Bingman, a Certified Public Accountant with more than 20 years of experience, has worked for the city clerk-treasurer’s office since February 2016 and was most recently the director of internal controls for that office. She begins her new role on Jan. 1, 2020.

“I am thrilled that Ann has agreed to remain working for us in the new Office of Controller. Her knowledge and experience will make for a smooth transition into the new year,” said Brainard.

The position of City Controller is new to Carmel, replacing the elected clerk-treasurer’s position which was eliminated by state law as Carmel transitions into a second class city, a move that also added two new seats to the City Council. The Department of the Controller is responsible for managing and maintaining all city financial records in compliance with the requirements set forth by municipal, state and federal law.

The primary responsibilities of the Department of the Controller include, but are not limited to: Receiving, recording and depositing all incoming receipts; authorizing and recording warrants for payments to vendors; processing city employee payroll; assisting city departments with the annual budget; maintaining records and authorizing payments for bonds and indebtedness; managing and reporting financial activity; and investing funds with a focus on capital preservation. The Controller also serves as the Executive Director of the City of Carmel Local Public Improvement Bond Bank, responsible for the financial activity and reporting of the Bond Bank.

Bingman’s career in finance and accounting includes eight years of experience in public accounting and a comprehensive background in budgeting, consulting, systems and accounting in the financial services and non-profit environment. She has a Master’s in Finance from Indiana University (Bloomington) and a Bachelor’s in Finance from Indiana University (Indianapolis). She has been a member of the Indiana CPA Society since 1998 and the Association of Certified Fraud Examiners since 1999.

In her new role as Controller, Bingman will oversee an office staff of seven.
