Sandra L. Riggs

June 19, 1962 – December 7, 2022

It is with the deepest heartfelt sadness I announce the passing of Sandy Riggs (Sandra L. Riggs) on December 7, 2022. She was born on June 19, 1962. Friends, family, and business acquaintances describe her as kind, supportive, generous with her time and talents, a mentor – she was also artistic and had an intuition for business.

Deeply devoted to her family, she cared for her mother, Catherine M. Riggs (Gould), deceased 2005, and her father, Robert C. Riggs, until his passing in 2021. She is survived by her brother Stephen Riggs (Karen) and nephew James Riggs, along with aunts and cousins.

Sandy was born in Tulsa and remained a big fan of the Sooners, though during her middle school years, the family transferred to Noblesville. She remained in Noblesville, as she felt it to be a beautiful, “All American” city.

It is in Noblesville that she co-founded Ellinger Riggs Insurance with her business partner Rob Ellinger (Erin). While growing a successful agency and caring for her parents, she was a member of the board for NetVU Indy Chapter (an insurance networking organization) for 27 years. Her enthusiasm and commitment lead her to be Chapter President for the last 10 years.

Because of Sandy’s loving heart, her family grew beyond blood. Through her long-time relationship with Steve Oaks, she gained a daughter, Cristen Miller (Matt) and three grandchildren, Cadence, Levi and Carissa. I am blessed to have been by her side and loved her as my sister for 42 years. My children, Schon, Cameron and Taylor called her “Aunt Sandy.” They will truly miss her, but can share fond memories, especially of traveling all over the country on family vacations, along with Sandy’s second mother, Char Sullivan.

Sandy left her mark on so many people, close bonds with friends, neighbors and relationships across the country that her legacy will live on. Everyone will agree there will never be another “Sandy”.

Funeral services will be at 1 p.m. on Saturday, December 17, 2022, at Hartley Funeral Home, 209 W. Jackson St., Cicero. Visitation is at 10 a.m. with the service to immediately follow at 1 p.m. You may leave condolences at hartleyfuneralhomes.com.
