Thursday began a new era for Noblesville public safety as Mayor Chris Jensen swore in two new chiefs – Noblesville Fire Chief Matt Mitchell and Police Chief John Mann.
Mitchell is a 28-year veteran of the department; he served as the Fire Marshal for 11 years. During this time, Mitchell served on the City of Noblesville Technical Advisory Committee, the Local Planning Wellhead Protection Team, the NFD Pension Board and the NFD Strategic Planning Work Group.
While serving as the Fire Marshal, he was appointed by Governor Mitch Daniels to the Fire Prevention and Building Safety Commission in April 2010 and was re-appointed by Governor Mike Pence in 2013 to serve as the Commission Vice Chairman. As a Commission member, he served as liaison to the 2014 Indiana Fire Code Adoption Committee, the 2010 NFPA 13 and NFPA 13R Adoption Committees, and was appointed Chairman for the 2010 NFPA 72 Work Group. Mitchell chaired the 2014 Local Plan Review Task Force which proposed objective criteria for certifying the competency of a city, town or county to perform plan reviews in Indiana. He also represented Indiana at the 2012 NFPA Home Fire Sprinkler Summit in Chicago.
He holds a bachelor’s degree in Business Administration from Marian University and a Graduate Certificate in Public Management from Indiana University. He is a graduate of the Indiana-American Water Collaborative 2014 Community Leadership Series and the 2012 Hamilton County Leadership Academy Class. He holds the titles of Fire Marshal from the Center for Public Safety Excellence and Certified Fire Marshal from the International Code Council. He has earned a total of 16 ICC certifications, and is an alumnus of the National Fire Academy
Mann served as a Captain in the Indianapolis Metropolitan Police Department, assigned to the Downtown District. He began his career with IMPD in 1992 as a patrol officer after graduating from Indiana State University with a business degree.
He worked his way up the ranks, earning the rank of Sergeant in 2005 and Lieutenant in 2010 before his promotion to Captain in 2016. During his career with IMPD he has served as Commander for the Southeast District as well as an Executive Officer for the Chief of Police.
He was a member of the Indianapolis Police Department SCUBA team for 12 years before its disbandment in 2006. He holds a master’s degree in Criminology from ISU and is also a 2013 graduate of the FBI National Academy. He is married with four daughters.
