Noblesville Mayor-elect Chris Jensen has announced the following personnel appointments: Lindsey Bennett will join the administration as City Attorney and Kayla Arnold will serve as Community Engagement Manager.
“I’m proud to welcome Lindsey and Kayla to our mission of serving Noblesville’s residents,” said Jensen. “These dedicated professionals bring deep experience and passion to their roles and I’m glad to have them joining our team that will be ready to lead for Noblesville on day one.”

Bennett joins the Jensen Administration from the City of Fishers, where she currently serves as the Assistant City Attorney. She will work to navigate increasingly complex legal issues associated with major infrastructure projects, new challenges in public health and safety, and economic development Noblesville faces.
Bennett’s past municipal law experience includes five years as an associate city attorney in Fort Wayne, as well as a broad background in contracts, real estate and utility issues. She received her JD from the University of Tulsa College of Law, is a Noblesville resident, and volunteers with the Hamilton County Youth Assistance Program and the Youth Mentoring Initiative.
Arnold comes to Noblesville from her current role at the City of Carmel as a Community Relations Specialist. She will serve as the merchant liaison, being the first point of contact for downtown businesses. She will oversee and implement a coordinated approach to community engagement efforts with non-profit partnerships to promote the city’s downtown district. Downtown is and will continue to be the city’s authentic community center, the heart of Noblesville, and Arnold’s role will be crucial in enhancing, and embracing that asset.
Arnold will also inform and refine Noblesville’s strategic plan for business recruitment, retention, expansion and engagement. She will work with the Communications Director, Mayor’s Office, and senior staff to enhance messaging, both internally and externally, on Community and Economic Development efforts, wins, and programs – with an eye on building the story on how Community and Economic Development tie into the vision of Noblesville’s Next Chapter. She is a graduate of Indiana University, active in the Junior League of Indianapolis, and is a current class member of the Hamilton County Leadership Academy.
Thank you, Chris, for taking another leech off my dole. Hopefully Kayla is not replaced here in Carmel; her “job” makes no difference to how either of these cities will operate and function, except taking from productive taxpayers.
