The City of Noblesville was awarded $920,715 on Tuesday from the Indiana Department of Transportation as part of the state’s Next Level Roads: Community Crossings Initiative. The money will be used to resurface three areas of Noblesville.

“We thank INDOT and the Governor’s Office for providing these funds for infrastructure improvements across the state,” said Mayor John Ditslear. “This matching grant allows us to address a gateway to downtown, a minor arterial on the west side of the city and a heavily populated subdivision.”
Since 2016, INDOT’s Community Crossings dollar-for-dollar matching grant (up to $1 million) has awarded $500 million in state funds to support local road and bridge projects around the state.
“Indiana’s fully-funded, long-term Next Level Roads plan means cities, towns and counties are improving their roads and bridges at levels unmatched in our state’s history,” Gov. Eric Holcomb said. “Community Crossings projects are crucial to first mile and last mile solutions that companies need when evaluating Indiana to locate their business or expand to create additional jobs.”

Noblesville’s three grants include 10th Street, Hazel Dell Road and Mill Grove subdivision – which total $1.84 million in investment. Each project is expected to begin in June and be completed by Labor Day.
“Infrastructure improvement will be a major focus in Noblesville throughout 2019,” Assistant City Engineer Jim Hellmann said. “This grant allows the city to go above and beyond our locally funded $2.6 million annual street and alley rehabilitation program to address even more roadways needing repair.”
Noblesville’s approved grant projects include:
10th Street
- Area – 10th Street from Greenfield Avenue to Field Drive
- Matching grant amount – $308,526
- Project scope – Replacement of ADA ramps, sidewalk ADA compliance repairs, repair of roadway base failures, 1.25 inches of milling, hot mix asphalt (HMA) wedge and level, 1.5 inches of surface overlay and thermoplastic roadway striping
- History – The city utilized local funds to construct the roundabout at the Greenfield Avenue intersection with 10th Street in 2017 and resurfaced 10th Street north of Field Drive in 2016.
- Project length – 1.5 miles
- Average daily traffic – 10,000 vehicles
Hazel Dell Road
- Area – Hazel Dell Road from Noble Crossing Drive to State Road 32
- Matching grant amount – $409,183
- Project scope – Repair of roadway base failures, 1.25 inch milling, HMA wedge and level, 1.5 inch HMA surface overlay and thermoplastic pavement markings
- History – This is the initial phase of a multi-year rehabilitation of Hazel Dell Road/Little Chicago Road.
- Project length – 2.28 miles
- Average daily traffic – 15,000 vehicles
Mill Grove Subdivision
- Area – Maple Grove Way (Little Chicago Road to Mill Creek Road); Edwards Grove Drive (Mill Oak Drive to Dado Drive); Mill Grove Drive (Mill Oak Drive to Maple Grove Way); Walter Grove Drive (Grove Walk Court to Mill Grove Drive); Grove Walk Court (Mill Grove Drive to end of cul-de-sac); and Gusset Court (Maple Grove Way to end of cul-de-sac)
- Matching grant amount – $203,006
- Project scope – Replacement of ADA ramps, sidewalk ADA compliance repairs, repair of roadway base failures, 1.25 inches of milling, HMA wedge and level, and 1.5 inches of surface
- History – Phase I of this project was completed using local funds in 2018.
- Project length – 1.6 miles
- Average daily traffic – 1,000 vehicles
