Tammy Havard, Financial Strategist for the city of Westfield, filed on Monday to run for Westfield Clerk Treasurer in the 2019 Republican primary election.
“I am invested in the city – I live, work, play and volunteer here,” said Havard. “I want to be Clerk Treasurer to improve processes so that the office can offer more insight into the city finances. Both the city and its citizens would benefit from increased openness, clarity and efficiency. My passion for public finance and continued learning uniquely positions me to implement solutions for this growing community.”
Havard has worked for the city of Westfield for 11 years. In that time, she has been instrumental in developing a long-term sustainable budget and ensuring Westfield has among the lowest city tax rates in Indiana. Her role has also been a champion overseeing many projects to make sure Westfield receives all revenues that belong to it.
“In my role as a finance leader for the City, I have worked diligently to bring professional processes and technologies to drive financial efficiency,” said Havard. “I led the launch of our fiscal transparency portal and worked with the state and other Indiana communities to solve the jurisdictional issues caused by the post office zip codes. In the process, I discovered more than $1 million in food and beverage taxes that were distributed to other Hamilton County jurisdictions that should be returned to the City. It is my goal to bring this innovation and institutional knowledge to the Clerk’s office and the taxpayers of Westfield.”
Tammy has a Master’s Degree in Public Policy and Management from Carnegie Mellon University, is an alumna of the Harvard Executive Education Program with coursework on Financial Management in a Changing World, has a Project Management Certificate and is a Certified Public Manager. She is also a graduate of the Hamilton County Leadership Academy.
Tammy is currently President of the Municipal Finance Officer Association, which includes controllers and finance officers in cities in Indiana with populations over 35,000. She frequently presents at the Accelerate Indiana Municipalities conferences and has presented at other local and national conferences.
Havard and her husband, Dylan, have lived in Westfield for 10 years. They have two young children, Kiriel, 6, and Tristan, 4. She is in her second year as a Daisy Troop Leader for 20 girls and also serves on the HOA board in her neighborhood.
