Roy Johnson has announced he will not seek re-election, but will retire from the Noblesville Common Council at the end of his current, third term. His last day of service will be Dec. 31, 2019.
Johnson, who served as President of the Noblesville Common Council in 2010 and 2013, has also served on almost every committee in Noblesville city government.
“It has been a tremendous honor to have been trusted to represent District One and all of Noblesville for three terms,” said Johnson. “During my time of service, the administration, with the support of all the city departments, has boldly moved Noblesville from a third tier city to a second tier city. A second tier city with a focus on maintaining and enhancing our Hometown, Downtown Appeal while at the same time moving us unabashedly into the future … competing for, and winning, many high-profile projects … at the same time helping smaller, local businesses further their success.
“We have demonstrably added to the Noblesville Quality of Life Factors with exciting new parks, we have expanded our wonderful trails system, and recognize and have contributed to the historical importance of our Downtown. It has been a pleasure to have been a small part of such an exciting time in Noblesville history.
“For those who follow in my footsteps, I encourage you to avoid the temptations of personal preferences, personal agendas and self-importance. Indeed, embrace your selection to the Noblesville Common Council with one thought in mind while researching, debating and making your decisions: ‘I am here to serve. Mark F. Hall, 32-year Noblesville resident and business owner, has announced he will run for Noblesville Common Council, District 1 in the May 2019 primary. Hall is the President of PinPoint Resources, Tech Trades and TalentLogistiX, staffing businesses he founded in Noblesville in 1993.
“It’s a unique transitional time in the history of Noblesville,” Hall said. “We are thankful for the years of service from Mayor Ditslear. New leadership in the mayor’s office will bring new vision, new challenges and new opportunities. As a Noblesville Councilperson I bring 30 years of business, executive, board and leadership experience to this opportunity to serve new our new Mayor and to serve alongside a talented experienced group of Council Members.
“I am committed to sound economic development, to guarding against unnecessary expense and to maintaining Noblesville’s culture, amenities and exceptional history.
“I continue to support the educational and historical significance of the train and support the Pleasant Street expansion, prudent State Road 37 renovations and new facilities for our Police.

In addition to many years of coaching area youth sports, Hall teaches board leadership and planning to eleven local charities, serves on the board of directors for Truth at Work and Freedom International School and serves on the Finance Committee of the Hamilton County Republican Party. As an employer, Hall provides jobs to hundreds of Hoosiers in technology, engineering and the skilled trades.
Hall’s three daughters all attended Noblesville schools and his six grandchildren all live in the area. Mark lives in Noblesville with his wife of 39 years, Lisa, along with their four Australian Shepherds. They are members of Harbour Shores Church and actively volunteer with Shepherd Community Center, the Good Samaritan Network and teach employment classes to inmates and underprivileged young adults in the area.
