Noblesville Police Department swears in four

On March 9, 2017, the Noblesville Police Department held a ceremony to officially swear in four of their newest police officers. The ceremony took place in the council chambers located at City Hall. In attendance for the event were families, friends, members of the community, government officials and officers of the police department. Chief Kevin Jowitt officiated the ceremony.

The newly sworn officers are Michael Schmidt, Matthew Foley, Benjamin Lugar

and Scott Donlan and all were officially hired on October 17, 2016.

Schmidt

Michael Schmidt

Michael was born in Ft. Wayne, Indiana in 1981. He graduated from Snider High School (Ft. Wayne) in 1999. He attended and graduated from Purdue University (West Lafayette) with a Bachelor of Science degree in Medical Technology in 2004. Michael is married and has one child. His hobbies include weight lifting and hiking.

 

 

Foley

Matthew Foley

Matthew was born in Evansville, Indiana in 1983. He graduated from Castle High School (Newburgh) in 2002. He attended and graduated from Ball State University (Muncie) with a Bachelor of Science degree in Criminal Justice in 2007. He is single and has one child. Matthew’s hobbies include baseball and Jiu-Jitsu.

 

 

 

Lugar

Benjamin Lugar

Benjamin was born in Indianapolis, Indiana in 1993. He graduated from Carmel High School (Carmel) in 2012. Benjamin attended and graduated from Purdue University (West Lafayette) with a Bachelor of Science degree in Law and Society in 2016. He is engaged and has no children. Benjamin’s hobbies include hockey, tennis, and archery/target shooting.

 

 

Donlan

Scott Donlan

Scott was born in Beech Grove, Ind. in 1991. He graduated from Westfield High School (Westfield) in 2009. Scott attended and graduated from Marian University (Indianapolis) with a Bachelor of Arts degree in Psychology in 2013. He is single and has no children. Scott’s hobbies include exercising, biking and tennis.

Shortly after being hired, the officers departed for the Indiana Law Enforcement Academy (Plainfield) where they spent 15 weeks receiving training in a variety of areas to include criminal and traffic law, firearms, emergency vehicle operations, human behavior, physical tactics and EMS awareness to name just a few. The officers successfully graduated from the law enforcement academy on February 16, 2017.

Since graduating from the law enforcement academy, the officers have received in-service training and will start the 16-week Field Training and Evaluation Program this week. During this next phase of training, the officers will be assigned to several different Field Training Officers (FTO) who will evaluate the performance of the new officers as they learn to apply their training from the academy to the day-to-day functions of being a police officer. After successful completion of the Field Training and Evaluation Program, the officers will then be certified to work by themselves in a solo-capacity role and will be assigned to a shift within the Patrol Division.

When all is said and done, the officers will have accumulated more than thirty-nine weeks or 1,560 hours of training prior to being released to work as a police officer for the City of Noblesville.
